The ideal candidate will be a proactive and commercially aware highways professional with strong technical engineering expertise and a thorough understanding of development management processes. They will be comfortable operating independently, managing complex highway agreements and development proposals from inception through construction and adoption, while building productive relationships with a wide range of stakeholders. Candidates from Local Authority Highways, Highway Development Management, Transport Planning, Civil Engineering Consultancy, or Highway Authority backgrounds are particularly encouraged to apply.
What the job involves
The position involves assessing the highway and transport impacts of development proposals, managing development-related highway agreements, and ensuring the delivery, construction, and adoption of new highway infrastructure in accordance with legislation, policies, and standards. It includes development management, highways engineering, stakeholder engagement, site supervision, and project delivery responsibilities. The role supports highways development control activities across the borough, provides transport and highways advice on planning applications, secure mitigation measures from developers, manages statutory highway agreements, and ensures effective integration of new developments into the highway network. Key responsibilities include managing development-related highway applications and agreements, technical assessments, site inspections, maintaining records, monitoring budgets, and supporting service performance and income growth.
Skills
- Minimum ONC/HNC in Civil or Highway Engineering
- Experience with Section 38 and Section 278 schemes
- Strong understanding of highways legislation and standards
- Supervising contractors and highway works
