Purpose of the Role:

Highway Operations is part of the Environment and Communities Department, under the responsibility of the Director – Transport, Climate and Place. It provides Enfield with the operational capacity to manage the Council’s highway infrastructure and associated assets. Highway Operations also provides a consultancy service for the project management, design and supervision of Environmental and Civil Engineering projects from inception to completion. The service provides professional expert advice and local knowledge.

The post of Engineer will be placed within the Planned Maintenance Team but may be utilised to deliver works for other teams within Highway Operations according to varying levels of workload and resource requirements where support may be required.

The Engineer will be responsible for delivering a range of projects from inception to completion through the application of specialist skills. This will include inspections and surveys, feasibility and options studies, design, site supervision, project management, contract administration and financial control.

The Engineer will be responsible for delivering projects and work programmes with budgetary control of individual schemes under the direction of the Principal Engineer. Total budgets will vary according to work programmes and projects and may typically be up to £1-2m.

No direct reports as a regular responsibility, however the postholder may occasionally be required to give guidance to trainees.
To supervise contractors working on sites, including checking their work and giving instructions and directions. The postholder is likely to be responsible for several different sites at any one time.

4. Nature of reporting relationship between post holder and line manager:

The postholder will mainly work on their own initiative with responsibility for making day to day decisions to deliver their projects and work programmes. However, it is expected that they will have regular dialogue with their Senior Engineer and Principal Engineer to agree key decisions that will have significant implications in areas such designs, specifications, scheme costs etc.

The postholder will be required to respond quickly and effectively to frequently changing circumstances.

The postholder must be able to travel to sites and be physically able to undertake and manage work on sites outside of the office.

Construction sites may involve high risk environments and may involve working on the highway, at heights or in other hazardous environments, for which the postholder will be expected to use their specialist expertise to ensure the safety of themselves and others.

The post holder may be required to work alone and make decisions commensurate with their grade whilst under pressure.

The postholder will be required to be work flexibly, occasionally working outside normal working hours in order to respond to work demands.

To develop and agree project briefs with clients. To provide appropriate monitoring and client feedback throughout the project. To prepare programmes, financial estimates and models for specific projects and work programmes.

To undertake inspections and surveys, specialist investigations and prepare feasibility studies for a range of projects relating to the management and maintenance of highways and related assets, and for a diverse range of Environmental, Building and/or Civil Engineering projects. To undertake the detailed design for maintenance and improvement projects, and for ‘new build’ schemes. To ensure that project proposals comply with relevant legal statutes, British Standards and Codes of Practice.
To comply with the Construction (Design and Management) Regulations where appropriate and, in particular, to undertake the ‘designer’s duties’.

To procure and manage work through the appointment of specialist contractors or specialist consultants, or to commission works through the Council’s term contract arrangements.
To supervise contractors to ensure that they are appropriately performance managed in accordance with the Conditions of Contract, with appropriate support from the Principal Engineer, and that the quality of workmanship is in accordance with the specification. To keep maintenance records, and to make accurate measurements, valuations and contractual payments. To participate in collaborative working relationships with suppliers, contractors and other relevant organisations in order to maximize the opportunity for innovative and sustainable solutions.

Key Relationships (Internal and External):

Internal:

The postholder will have regular contact with the Senior Engineer and Principal Engineer and may receive requests directly from the Head of Service. He/she may occasionally be required to liaise with the Director in response to specific issues when requested.

Some contact with Councillors, both verbally and in writing, in connection with the queries relating to the postholder’s work.

To advise and negotiate with staff across the Council, e.g. client groups, professional and technical partners, co-members of working groups etc.

External:

To have some contact with members of the public regarding the development and implementation of work programmes and projects.

To negotiate with staff of public departments, statutory authorities and companies, Consulting Engineers, Contractors, developers, the emergency services and business and community groups on a range of issues relating to the development and delivery of work programmes and projects, and to the promotion of ‘best value’ practices.
To have regular contact with contractors as part of the performance management and administration of contractors’ work.

Essential:

1. Knowledge and experience in delivering a range of work programmes and projects relating to highway maintenance, civil engineering and other associated areas of asset management as they relate to the responsibilities of the relevant group within Highway Operations and at a level commensurate with this post.

2. Experience, as they relate to the responsibilities of the relevant group within Highway Operations, in undertaking inspections, surveys and investigations, preparing feasibility studies, designs and specifications, procuring and managing work through contractors ensuring effective performance management and contract administration, financial control and dealing with third party issues relating to the specific work activity of the relevant group.

Full time
‘Highway Operations’ is a large service area within Transport, Climate and Place Department. It undertakes a range of statutory duties such as managing the Council’s highway infrastructure and associated assets, bridges and land drainage, in compliance with relevant legislative requirements.
We have an opportunity in our Planned Maintenance Team at Engineer level. You will be responsible for delivering highway maintenance projects from inception to completion through the application of specialist skills. This will include inspections and surveys, project management and financial control, design, site supervision and contract management.
A key aspect of this post will be to design and deliver footway renewal projects simultaneously, ensuring effective budgetary control of individual schemes. You will need to have a proven knowledge and experience in this area of work, particularly in delivering schemes in an urban environment.
You should have an HNC/BSc/BEng in civil engineering or other relevant and equivalent qualification (or to be able to demonstrate an equivalent level of knowledge and expertise).
An awareness of the political context and environment of a local authority and around 5+ years of experience are also desirable.
