Location

Though hybrid working is supported, the post holder must be able and willing to be in Slough Borough Council offices or other office sites 5 days a week if required.

Main purpose of Job:

The Transport Team Leader will provide expert operational input to the development and implementation of the Local Transport Plan and will lead on the development of several Supplementary Strategies such as the Active and Sustainable Travel Strategy, Public Transport Strategy and Road Safety Strategy. In addition to this the role holder will be responsible for procuring and overseeing major and minor works contracts, ensuring Slough has the appropriate liaison with public transport providers, maintaining highway structures such as bridges, and management of the borough’s street lights and traffic signals.

The service portfolio includes the management of the thematic areas detailed below:

Development of supplementary Transport Strategies

Management of the Enhanced Bus Partnership

Delivery of Road Safety Schemes.

Delivery of minor and major works schemes.

Maintenance, repair and replacement of street lights.

Maintenance and upgrading of traffic signals, including design and delivery of new schemes.

Management of Public Rights of Way

Maintenance of Highway Structures, including road and foot bridges.

General Accountabilities:

Strategy development

Help to ensure delivery of the council’s priorities and values to residents. Translate vision into strategic aims for the future development of the service to enable the council to meet its future challenges, fostering a culture of continuous improvement.

Service leadership and management

Lead the integrated delivery, improvement, management and performance of the service, commissioning and directing activity within the council and externally as required, and ensuring overall objectives are translated into effective plans and that the service is efficient and locally responsive. Provide inspirational and professional leadership to staff, strengthening skills and competence and fostering a strong culture of standards, performance and accountability.

Resources / Financial management

Ensure tight budgetary control and prioritise use of resources and assets to support the delivery of the council's corporate vision and help ensure that the council receives value for money from its expenditure. Drive and/or support the development of outcome-based commissioning models to better ensure strong price competition and transfer of risks through contracts with third parties. Champion and drive the development of commercial opportunities where appropriate.

Partners and stakeholders

Actively engage, communicate and influence within the council, across partners and with the wider local and central government community to champion the council's approach to unified public services. Foster the bringing together of local services and decisions across agencies to reduce demand and help communities more independently support themselves.

Business change

Lead, develop, implement and review change management programmes to deliver continual improvement. Assist the Head of Service, Director, and the Regeneration, Housing & Environment leadership team in developing a single council-wide corporate culture to engender a strong and shared approach to delivering services and provide better support for staff to deliver savings.

Compliance

Ensure that all activities within the service comply with the council's Constitution, Standing Orders, financial regulations, health and safety and safeguarding responsibilities and that effective systems operate within the service to manage performance and risk.

Equality and diversity

Uphold and promote the aims of the council's equality and diversity policies to ensure non-discriminatory practices in all aspects of work, and that diversity is embedded in everything, from workforce planning and policy development to service delivery.

Specific Responsibilities:

Drive and lead new initiatives, including government lead improvements to deliver Slough’s strategic objectives, implementing strategies to optimise the highway network, improve safety, reduce journey times and congestion.

Manage the delivery of Slough’s major transport infrastructure projects from end to end, leading on: drawing up funding bids, engineering and design of prospective schemes, procuring and managing major highways works contracts, liaising with central government to report progress.

Manage the council’s street lighting and traffic signals including routine maintenance, rectifying faults and developing plans to improve and modernize lighting and signals borough wide.

To contribute to the development of SBC’s Local Transport Plan and take direct responsibility for the development and delivery of a number of the supplementary strategies, for example Active & Sustainable Travel Strategy, Bus & Rail Strategies & Road Safety Strategy.

To ensure the proper maintenance is undertaken on highways structures such as road and foot bridges, procuring and managing repairs and resurfacing.

Lead on the Council’s responsibilities with regard to Public Rights of Way. Ensuring they remain safe, accessible and unobstructed.

Drive the council's environmental sustainability agenda, incorporating best practice and innovative solutions.

Lead the development of strategies to ensure that the service continues to improve and complies with existing and emerging legislation.

Promote and support the council's commitment to carbon neutrality and the reduction of greenhouse gas emissions. The post holder will promote partnership working with local communities, schools, businesses and other stakeholders in order to support environmental improvement programmes and campaigns. Working with neighbouring authorities to support “green” initiatives.

Lead and drive awareness about environmental and air quality issues, promoting sustainable behaviours and responsible resource management.

To take decisions of meaningful impact within the financial delegation given to the role. Such decisions will be informed by collaboration and engagement with other colleagues and made within the boundaries of the council’s Constitution and financial framework, but the postholder is ultimately accountable for making such decisions.

Deliver a customer focused approach, dealing with resident enquiries quickly, delivering excellent levels of customer service and ensuring feedback is sought to drive continuous improvement.

Collaborate with our neighbouring authorities to drive efficiencies in Transport.

To undertake any other duties commensurate with level of responsibility of the post.
